Below is information that I have or will be presenting to members of the  Board of Supervisors of Roanoke County. Please note that there are a large number of end notes that you can reference including information on Roanoke County specific information as well as global and UN information.

In 2007 the Roanoke County Board of Supervisors approved membership in ICLEI – Local Governments for Sustainability. In 2009, the board approved the Cities for Climate Protection (CCP) initiative set forth by ICLEI, which is a defined Five Milestone Approach to reduce Carbon Dioxide emissions. 1 It is an established fact that ICLEI is a United Nations certified organization that in turn takes its lead from the UN Intergovernmental Panel on Climate Change (IPCC) The IPCC has the ridiculous goal of reducing greenhouse gasses by 80% by the year 2050 – meaning Carbon Dioxide.

The IPCC has been involved in one scandal after another promoting the man-made global warming theory most notably espoused by Al Gore. What these scandals have amounted to have been suppression of scientific facts,deliberate misrepresentation of data and outright lies. In fact, corruption is rampant in the IPCC as many of that panel profit from their “Green” businesses. Man-made (anthropogenic) global warming has been thoroughly debunked, but is still maintained by the UN as an artificial control mechanism to push Agenda 21 worldwide.2

So what did Roanoke County buy into with ICLEI? The county tax payers are actually paying $1200 a year so that the UN/ICLEI Agenda 21 dogma can have a place in County government.  ICLEI conveniently provides its own Clean Air and Climate Protection (CACP) software to do a baseline analysis of County CO2 production. Here is that built-in and self-fulfilling assumption that man-made CO2 levels are the primary drivers of climate change. There is no scientific proof of this and it is the same driver of the U.N.’s IPCC propaganda machine. The County, by way of ICLEI/RCCLEAR, pledged to reduce 2010 emissions by 3%. Perhaps increased CO2 emissions should be looked upon as a measure of increased productive economic activity? ICLEI’s, or the IPCC’s, 80% reduction goal of CO2 by 2050 could very well return us to the standard of living last seen in our colonial days.

CO2 continues to rise even as the Earth is in a cooling trend which began in 1998. The attached Time Magazine article illustrates the climate panic of the 1970s…Global Cooling.3 The computer generated climate scare stories of Al Gore, M. Mann, and NASA’s James Hansen in 1988 have not occurred. Computer modeling is not science and strictly relies on data input, which is often guesswork and again easily manipulated. The attached copy of a more recent  article about the influence of cosmic rays on global warming questions the role of CO2 and attributes 40% of climate change to solar activity. Then taking into account changes in the earth such as volcanic activity and you are left with a negligible amount attributable to human activity.4

As elected County officials, some questions need to be considered.

How did the county become involved with ICLEI?

Who presented the information and why did the County enter into this open-ended agreement?

And it is open-ended because the question needs to be asked, what are the next milestones after the first five are completed?

Was impartial, corroborating scientific information on climate change sought prior to approving ICLEI membership?

What has been the real cost of ICLEI membership? Did County taxpayers have a choice and did the County seek taxpayer approval?

When the County approved ICLEI membership in 2007 or the milestone document in 2009, perhaps some the Board of Supervisors did not realize the U.N. Agenda21/ICLEI concepts of “sustainability,” “social justice,” and “forced redistribution of private property.”  Attached is a copy of ICLEI’s own home page laying out its commitment to U.N. Agenda 21.5

Under the umbrella term “sustainability,” panels of experts and commissions are dedicated to engineering  their enlightened visions of what “must” be done in the areas of climate protection, land use, energy use, population distribution, and transportation choices.  These unelected commissions, such as the Roanoke Valley Allegheny Regional Commission, and the Cool Cities Coalition, RCCLEAR, etc. define problems based on “junk science,” create a reaction to the problem and conveniently provide the solution to the problem.

While we are pleased with the UDA decision, the current comprehensive plan has many of the high density housing language already built in.

Note the current comprehensive plan on the county website. Despite the UDA stand the board took at the last meeting, the current comprehensive plan encourages the development of “cluster developments.”

“Innovation in housing design and environmental sensitivity in site development is a key objective. Clustered developments are encouraged…”6

How will cluster developments be “encouraged?”

Please note the huge amount of land that could face this type of encouragement once the comprehensive plan is implemented.7

ICLEI based groups have their eyes on revising the County Comprehensive Plans to codify their self-determined energy and land rationing quotas and levels of imposed sacrifice. And it certainly appears the comprehensive plan already incorporates this basic philosophy.

The link between the U.N. and ICLEI is clear. The goals of the U.N. pertaining to sustainable development, often labeled smart growth, are clearly socialist and destructive to our liberty. The goal of this is to limit property rights so that the residents of the county can be coerced into the high density areas to address a nonexistent man made global warming problem. All of which is being strongly supported by the UN.

Other communities have reviewed this data and come to the same conclusion we are asking you to make in regards to ICLEI. The Board of Supervisors of Carroll County Maryland recently severed ties with ICLEI.  One supervisor noted that “doctrine held by the (ICLEI) organization states that land should not be viewed as a resource for private property owners, but rather the land needs to be controlled by the government.”  He also noted that “the organization advocates a form of environmentalism that intersects environmentalism and socialism” “injecting government into all forms of people’s lives.”  Albemarle County followed suit recently and severed ties with ICLEI for the exact same reasons.

There are other ways in which Agenda 21 is being promoted. Another local ICLEI based initiative comes from The Roanoke Valley-Allegheny Regional Commission, of which Roanoke County is a member. RVARC was awarded a $625,000 HUD grant from the Sustainable Commission Initiative. In it, this group creates a three-year comprehensive economic, environmental and housing plan for the region.

In addition the Western VA Land Trust is actively granting land easements that lock up land from meaningful development while seriously decreasing the base for collecting property taxes.

To the Roanoke Board of Supervisors:

You have already demonstrated the courage to stand up the general assembly. Roanoke County should now sever ties with ICLEI to ensure our rights aren’t usurped by a UN sponsored non governmental organization. You can be good stewards of the environment simply by following common sense planning that respects our beautiful area. This can certainly be done without destroying property rights and submitting to these agendas that don’t have the best interests of county residents in mind.

Since the current Comprehensive plan is rife with Agenda 21 concepts, we also urge you to engage local leaders to review and revise the Comprehensive Plan to protect the environment and property rights.

1 WHEREAS, the federal government is expected to adopt a new national standard and set a target for reducing carbon dioxide emissions by 80 percent (or 2 percent a year) by 2050 and thereby will lead the world toward a new era of global cooperation on climate change.

NOW THEREFORE, BE IT RESOLVED, that the County of Roanoke will adopt a community greenhouse gas emissions reduction target of 30 percent by the year 2020, or a 3 percent reduction of greenhouse gas emissions per year. This reduction target will apply to emissions produced by County government facilities and services as well as the emissions produced by the entire County:

 NOW THEREFORE, BE IT RESOLVED, that the County of Roanoke will undertake to measure the percentage change in Greenhouse Gas Emissions annually and make public the results of the Community Climate Action Plan:

BE IT FURTHER RESOLVED that in the year 2020, a complete assessment of the CCP Initiative will be undertaken with the target year and reduction adjusted and renewed as needed consistent with the current state of global climate change.

On motion of Supervisor Moore to adopt the resolution, and carried by the following recorded vote: AYES: Supervisors Moore, Church, Flora, McNamara, Altizer NAYS: None
